Strange sign

This sign is outside the lifts in the flats in London and I've been pondering it since the day I first saw it.

It's this bit:

"Disabled persons (people, surely?) should:

1. Remain calm at all times

2. Wait here until assistance arrives"

Isn't that hugely condescending? Doesn't the bit about "remaining calm at all times" apply to everyone, not just disabled people - or is everyone else immune to the fear generated by flames licking about their feet?

Maybe it's just the way I'm reading it but it's irritated me for months. And now I've got it off my chest.
